
Everton should have been given a penalty in their 1-0 loss to Arsenal in December, according to the Premier League’s Key Match Incidents Panel.
The incident happened in the second half when Everton striker Thierno Barry reached the ball first but was kicked by Arsenal defender William Saliba inside the box. Referee Sam Barrott waved play on, but the panel narrowly ruled that decision was wrong.
By a 3-2 vote, the panel also said VAR should have asked the referee to review the incident on the pitch-side monitor. Most panel members felt Saliba kicked Barry without touching the ball, making it a clear mistake.
Everton manager David Moyes questioned the consistency of decisions, pointing to a similar penalty given to Fulham in another match just days later.
