The six-time Ligue 1 Champions have terminated all their player contracts and their training centre will be closed.
Liverpool owners FSG were in talks to purchase the club, but negotiations broke down this week.
They had finished third in Ligue 2 last season, having been relegated from the top-tier in 2022.
"It's a difficult decision that anticipates an inevitable consequence of the restructuring process underway," the club said in a statement.
