Blackburn's appeal to register striker Duncan McGuire has been rejected by the EFL.
Rovers missed the deadline for their loan move for the Orlando City player after failing to submit their application to the governing body.
The league initially rejected the request to register the player after Blackburn failed to submit the paperwork by the 11pm deadline on February 1.
Rovers admitted they did not click to submit the application to the EFL until after the closure of the window as a result of human error and asked the league's board to review the transfer.
