TMW says Britain's richest man is now close to sealing a deal with the Glazer family for United.
A fee of over £4bn is about to be settled.
Ratcliffe's spokesman announced his company INEOS's interest in United last month.
There had been press claims of the Glazers seeking to sell for £6-9bn.
